I led a report, published by Global Government Forum, that identifies four key reasons why digital progress in the NHS stalls, and four corresponding practical steps that could help move the system ahead.
This study – A Fresh Mandate for Digital Leadership in the NHS – is based on research interviews with chief digital and information officers in NHS trusts in England. The report highlights the systemic enablers needed to deliver NHS digital transformation – from prioritising digital as a strategic profession to resetting the role of the digital centre.

The report comes at a time of great change and opportunity for the NHS, and the government has made it clear that digital is at the heart of reform.
The report is available by filling in this brief form.
We held a launch event on 17 October 2025 with a keynote from Sir Jim Mackey, Chief Executive of NHS England, where we discussed the report’s findings with senior NHS leaders and an audience of 200 delegates including local and national technologists, clinical staff and NHS suppliers.

I will be hosting a further opportunity at Innovation 2026 for the community to collaborate on moving the recommendations forward.
