Kevin Cunnington and I interviewed the Chief Information Officers of 12 of the largest US federal agencies, and Federal CIO Clare Martorana, to identify key reforms that the incoming US administration could make to accelerate digital transformation across the federal government. The report was published by Global Government Forum as the US Federal Government presidential transition began at the end of 2024.
The senior figures interviewed for the report highlighted that clear progress has been made in government, in areas such as addressing urgent cybersecurity needs, and in successfully deploying funding through the Technology Modernization Fund (TMF). However, the CIOs identified areas where, despite agreed priorities across the government, agencies are progressing at different rates — particularly in areas such as legacy technology modernization and skills development.
In the report we highlight the common themes that emerged. We make recommendations around funding, the role of the digital centre of government, the federal technology workforce, and the CIOs themselves.
Through this report we aim to provide a blueprint for the United States to reclaim global leadership on digital government.
